A certain amount of driver skill is necessary for high speed boating, and set up is critical to making it enjoyable or horrifying.  Your motor height is the best starting point because if it is too low it will not only cause chine but porpoise as well.  Secondly, your prop has to have the correct build and cup design to ensure consistent lift and minimal slip.  Usually with the prop and motor height being right, chinning will be a thing of the past.  Lastly, always adjust your motor height by water pressure and never get below the recommended pressures for your motor.
